I for one need you to clarify what you are trying to do in this model that is giving you the error you are stating.

The blue lines are not fully defined, but no more dependencies can be added.

You were on the right track with the construction line but it needs to be an arc and at the other ends of the tangent lines.  I believe you will understand it better if you move the two sides lines of their position and let the constrains move them into their fully constrained position.  The Screencast will explain.

with your solution the distance betwen the endpoints of the two lines are 8,677 mm and not 8,5 mm

You can have one or the other.  You can have a fully constrained sketch or the 8.5 dimension due to your geometry.  if you want the 8.5mm dimension, ignore the unconstrained sketches and move on, they are not going to move.

Here's how to constrain and keep the lines parallel. I made the screencast before the last 2 posts. First it shows the angle done the way @jhackney1972  did it, then I show a couple different way to constrain with a line coincident with the arc centre. I should point out you should sketch only one then pattern the slots as a feature rather then sketch patterns.
