New limits on personal liscence

I am trying to clarify the new limits imposed on personal liscences, They satee a limit of 10 documents. It is unclear if this means 10 overall documents, 10 on the cloud ? or 10 open at the same time ?

This is quite unclear and makes it seem that they are taking our files hostage with very little or no forwarning....
