NEED HELP FIGURING OUT HOW TO DRAW A FILE FOR A SOLID USING MESH

I HAVE A SMALL COMPANY THAT I BUILD RIFLE STOCK, AND WANT TO DESIGN MY OWN STOCK,  I CAN NOT FIGURE OUT HOW TO START.  I HAVE WATCHED MANY VIDEOS WITH STILL NO LUCK.   PLEASE ADVICE WHERE TO START.
