Named View drag-to-reorder not working

When I drag a named view in the browser on the left to a different location on the list, an position indicator shows up which suggests I should be able to re-order the list.  However, it doesn't actually do that--seems to be a bug.

No, that´s normal behaviour.

So why does the position indicator appear at all?  Is it unable to reorder the views by design?
