So you have a component in the main assembly.  Inside of that component, you add another component.  I believe we call this a sub-assembly?

Now, if I rotate the sub-component and then I want to slide that sub-component relative to the parent component's axes, how do I do it?

Use joints to position components.

The two components don't touch each other.  Does that make a difference?  Seems a joint should be where two things are touching?  No?

No, you can use offsets when you create or edit the joint.
