I will agree your model when I download it and add it to my database appears White as you show. I then created a cylinder and applied Steel material to it, with the default appearance, and it appears normal. My only guess is that you have modified your Steel material in the database.

Let's try a reverse test. I have attached a model with Steel Material and Steel-Satin Appearance. Open it and save it to your database, then view it to see if it is white.

You must remember that what you publish to the Web Database is what you see, so yes, your graphic driver is what is being used to create the image. Glad you have it figured out.
