Do you have the timeline enabled? If you have you either need to disable capture history or create a base feature and while the base feature is active you can convert the mesh.
Create Base Feature is near the bottom of the create menu.

Convert Mesh to Brep is not available if you have the timeline and recording history. A base feature does not capture history so while it's active you can convert the mesh. If you need more info you'll need to go through the help and review direct and parametric modeling.

In the July 2021 Fusion update Mesh was introduced as a parametric workspace. There is no need to work in base features or non parametric design files in order to use mesh data.
