Menus don't work properly

Using the latest Windows 10 and Fusion 360 updates, the menus just don't work properly. I have done a clean install of fusion 360, as outlined on the website, and all the settings are default. I'm on windows 10 64 bit, have a 1080ti graphics card with the latest drivers, and an 8700k intel cpu. As shown in the screencast, the menus just don't work like they should. Sketch is the most pressing for me, but it applies to all menus. If I try and select something, it won't select unless I hover my mouse over the name of the item, or unless I click on it. I have also lost the ability to pin anything to the top- the 3 buttons you'd normally click on don't show up at all if it's something in a drop-down menu unless I click and hold on the item, and even if I move my mouse over to the 3 buttons (while holding down), it'll just select the item like it would if I normally clicked. If it's not in a drop-down menu and I'm able to get the 3 buttons to show up, I can't select it when I click on it- it just selects whatever item I'm trying to pin. Additionally, if I do try and use a tool in the sketch, the cursor that normally shows up just doesn't (looks like a crosshair). I can only get that to work if I click somewhere, cancel, then right click and "redo" whatever I was trying to do before. This makes trying to get anything to snap a nightmare. I've tried this with 3 different monitors together and separately, at different resolutions, windowed/fullscreen, idk what else to do. I made a post about this before, but no one seemed to have any idea- someone suggested it's the same behavior as when you use a touchscreen, but I have never had one (closest thing I would have is a drawing tablet I use, but that's unplugged whenever I use Fusion.) Any help would be great, as otherwise, I just can't use the program anymore and will have to move elsewhere!
