Measure tool not showing angle

Why would it show an angle?  There is not angle present in your selection so the Measure tool will not display a null value.

Those edges, you indicate, are on a 3D model and are part of the countersink angle.  The angle cannot be measure in this situation.  Create a sketch from the keypoints of this angle and you can measure it because it is composed of 2D entities.  Of course this is my interpretation of the command so you can take it with a grain of salt.

I thought this should work so made a simple model to test and I can measure the angle OK.

The problem is in your model the holes are back from the face by 0.00385" so the edges are parts of a hyperbola not lines.

If you create an axis at the centre of one of the holes then a plane at angle you can use project interest and measure the exact angle.
