Your model is attached.  Simply use a Rigid Joint with an Offset.  It is up to you to Combine them together.  By the way, you are showing a lot of color in your timeline indicating some model errors.

Edit: Just in case you want a hole in the handle to accommodate the tool instead of just pressing the tool into the handle, I attached a second model.

Thank you John for spending the time to help me.

I've looked at the steps in the timeline and some of it makes sense.
Some of the tools/features are not of my understanding but I will work
to understand it better.

After sleeping on this (before seeing your resolution) I thought a
better way would have been to design the tool inside on the flat of the
handle and then do a press/pull. Not sure if that would work, just
thought about it.
