This is my first time using fusion, Ive opened it up and it seems to just be laggy for no apparent reason.
Ive already googled some solutions but they seem to do with large file sizes etc; Ive tried some of them, using low graphics settings and the Graphics diagnostics. But its still laggy with nothing in it.
Ive checked all the min specs of fusion and the specs of my computer and it should be able to run it with no problems. Although fusion dosent seem to be using alot of memory or cpu usage, is it capped or something?
The program is still usable just frustrating that it takes a couple seconds for my mouse to register with anything.

There is likely a cause but we need to know more about what your computer specs are.
In general it should not be laggy when you are just moving around in Fusion or clicking. Can you also upload your log files?
I found that the issue is with my actual autodesk account and probably my schools version of Fusion 360. I had my friend log into fusion 360 on my computer and it ran fine for him, the only difference is that he has a 30 day trial and I have an educational account.
I tried on a different computer in my class and it ran fine but only because autodesk could not properly log me in, so I couldn't save or see any cloud based stuff but the program ran fine.
I'm confused by this part:

Did you log in properly and verify that it stopped working correctly?
The autodesk account was logged in, but it couldn't retrieve my cloud data or verify it or something. The save would be greyed out and the side bar thing (that would usually show my cloud storage and projects) would be completely white.
That sounds like you were not online. If its network related that could do it. Test clearing your local cache data in Fusion and log back in.
I tried what you suggested cleared the cache and logged back in but, the issue still happens.
It seems the issue is caused when I'm online. I downloaded and installed fusion on my personal computer at home and still get the same issue, I'm assuming its something to do with my educational account, maybe its a deterrent for people abusing the educational account system, so I'm going to try get support directly from Autodesk.
Alright I fixed it, didn't have to contact Autodesk, I checked my logs and it had a lot of repeating stuff to do with cloud data, I also tried saving a file and it said that my cloud data was synchronizing. So what I'm assuming is that my cloud data was not able to sync because it was empty, and fusion is expecting something back from its cloud request.
To fix the problem I went onto a360, created a new project, went to the online fusion, saved a file (just a cube).
and that fixed the issue.
This is the repeating cloud thing that I assume is the cause of the issue

That would do it, its very rare that comes up and i've not seen that in a while.
For what its worth - i DO work at Autodesk. So in this thread you've been working with Autodesk.
