Keyboard modifier key up events - pan, zoom, rotate

Just a suggestion :

While in the middle of the action, It will be nice if I press/release another modifier key : the other action to be taken immediately. 

Current behavior is that the action is defined during keypress/down and if you doing pan you can not fast switch to zoom for example.

Any thoughts ?
