Joints in wrong components

Working on an assembly that I have inherited from someone else. It is full of sub components and sub assemblies. I want to add some nuts and bolts to one of the sub assemblies that is repeated 4 times. I want the joints in the sub assembly so that the assembly is jointed and stays that way in every instance of the sub assembly, all nice and logical.

You can see 4 washers above floating randomly in space. These are a single linked sub component in Arm Assy (just dropped off the bottom of the screen), repeated 4 times because Arm Assy is repeated 4 times. I am attempting to join them to component Base Plate, which is also a sub of Arm Assy. What I expect is that the joint appears in component Arm Assy, and that the washer is joined to Base plate n all 4 instances of Arm Assy. This is NOT Happening.

 

The join appears in the top level - and I have to make 4 joints instead of 1. I can't drag and drop the jonts after the fact. 

 

There is also a similar anomaly in the SPINE ASSy component, where two joins in it correctl yappear inside SPINE ASSY, but two identical ones go into the top level. 

 

Suggestions please as this is infuriating. F3Z hopefully attached.

1. activate "ARM ASSY"

2. create joint
