Isolate

I have uploaded two files from a customer.   Each having roughly 1000 bodies.    The first file I was able to isolate individual bodies by right clicking the body number,  then made sketches.... 

When I am working with the second file,   and right click the body number and choose isolate,  nothing happens.  The body does not isolate itself.

Is there a setting that is not the same as the first model?   Please help if you can.  Thanks in advance.

I am not aware of any relevant setting that would affect isolate in the way you describe, and I am also unaware of any particular bugs in isolate that would prevent it from working as expected.  If you are able to share the design that does not work, we can take a look.
