I really struggle editing stl, just trying to change the wall thickness of a cylinder

I have a stl that is a cylinder pipe with 3 spiral threads on exterior.  I have worked a long time to change the wall thickness of the pipe to 0.8mm, but can't seem to extrude cut the new circle.  Then I thought maybe I should just reconstruct the object in fusion.  But I don't know how to design 3 sprials per my mesh section I made.  I know the pitch is 49mm.

I think I may be on to a solution.  With 24mm dia, 49mm pitch the helix angle is 33deg.  So I will go from here, let you know.

Thank you.  I remember you assisting previously.  I have revised my spiral somewhat.  Perhaps you can help me sweep the section I have drawn.  The inside curve is 6.2mm dia, outside is 10mm dia.  I am getting an error.  My plane along the path is 30deg.  I was planning on sweeping one helix and pattern it 3 times.  Basically it is for a ball bearing 6mm dia.
