I installed fusion 360, but now it won't open, or uninstall

I installed fusion 360 a few days ago, but now it won't open, so I tried to uninstall, but it won't even let me uninstall, there is an error that won't let me uninstall, so what do I do? Please let me know how to fix this. Attached is the file. Thank you
