The measure command is reporting the length of the selected edges. The distance between the two edges has an infinite number of possibilities so it cannot report it. Strike a line across the two edges where you want to take the measure at and use the two points where the line crosses the two edges.

You can however switch to Body selection and get the minimum distance.

I am curious too about the meaning of "distance" in this case. I have no idea how F360 picks the two points.
With the Distance between Bodies, it is the minimum distance point between the two bodies wherever is may be.

it looks like this is specific to this model. In general, the distance between two edges or bodies should be the minimum distance. In this model, though, it does not look like it is functioning correctly.
I've created bug FUS-99831 to track this issue. Thanks for bringing it to our attention
