How do you do a slop on the upper part of the base. See Pic ... Thanks

I don’t have access to your file.  

Extrude the red sketch shape, instead of the rectangle top view.

 

Or use Draft Tool on the block you already have.

Added the angle (10 degrees) to the top of the base.  The issue now is the fillet around the top of the base.  Model attached.

I have added a partial fillet to the top edge.  Since the edge varies to the sides as it goes around the inclined surface, it will not take a Fillet.  I used a Sweep Cut but again the same condition prevents me from a full cut.  I currently do not see a good solution.  If I come up with something better, I will post it.  My final attempt model is attached.

I finally decided on a way to create the top .5mm fillet.  The completed model is attached.
