How to make a "eliptical obloid?"?

How would you make a kind of elipsoid, except the size of the elipse changes? Basically how do I make the thing in the below image, in fusion 360, with exact dimensions(not aproximations). I know the form tool exists, but I don't think that will capture exact dimensions, which I kind of need.

I would use T-Splines (Form in Fusion) for this. 

 

One of the first T-Splines demos I ever saw was this one for making a dolphin:  https://www.youtube.com/watch?v=sy-I5RLVF8w  While the demo is old, and based on Rhino, most of it is still applicable to T-Splines in Fusion.

 

While not parametric, you can still make things sized correctly in T-Splines.  You might possibly use Match Edge to help with sizing.

 

While it is probably possible to make this shape in parametric solid modeling, I believe it will a) be hard, and b) not get as nice of a result.

 

Do you want this design to be fully parametric?  That is, to input a number, and have different sizes result?  Or is it just a question of making one of these that is the "right" size?

Define "exact dimensions".

@461596LZGSH - you have still not answered the question about whether you expect this design to be parametric.  That is:  create a 10 in version, an 8 inch version,etc. by changing a single parameter.  If you are only concerned about making a single size with exactly the "right" dimensions, I would insert images of the objects as a canvas, use "calibrate canvas" to make the canvas the correct size, and then use T-Splines to make the object match that size.
