I want to Join a Cylinder to a Flat surface Tangentially

thanks for sharing the model, but it is not clear how you want these components to be positioned, or what sort of joint you want to create.  Can you add more info?  Thanks.

I am pretty sure you are trying to joint the cylinder pivot to the flat surface on the bottom of the tube.  This is a perfect place to use the Reorient feature of a Joint Origin plus the ability to offset it as well.  The Screencast will show all. Your modified model is attached.

Thx for your reply.
I want to rigidly join the 2 parts. The end position is almost achieved in
what I have drawn. I just want PROPER alignment. Since their is no tool
that I know of, to tangentially join two parts I am stuck.
