I would like to keep the model hollow and turn it into a body but the only thing I could do, as far as I'm aware, is to patch the eye holes, which beats the purpose. Im not familiar with the patch workspace so I apologize for my lack of knowledge.

The geometry does not appear to be high.

Can you File>Export your *.f3d file to your local drive and then Attach it here to a Reply?

one question is:  why?  Why do you want to keep this as a surface body?  What is the next step in your process that requires a surface body?

The Boundary Patch command will create a new surface body.  Then, if you don't want it converted to a solid, just don't Stitch the new body into the rest of the design.  Alternatively, you could stitch it in (which will create a solid), then delete a face from somewhere else to open the body back up, and have it remain a surface body.
