Holes Ignored by Toolpath Generation

I created a test sketch to test the hole making capabilities of my current plasma cutter setup. Holes range from .5" to .062". When I generated the tool path, selecting the entire sketch, so all holes were selected as they are all in the same sketch, Fusion ignored the three smallest holes. I disabled lead-in and lead-out, but it still ignores them. Also, when I generated the tool path, I got the following warning, and I don't know if that is a factor in why the holes were ignored.

Searching for the warning message did not yield anything that seemed to apply to my situation.

As always, what did I do wrong?

For the smallest holes, the Plasma tool kerf size is too large.  I change it to 0.03 and it generated the tool path OK.  The Simulation travels the complete tool path but for some reason, the actual cut does not appear on the largest circle.  Model is attached.

I am trying to modify my tool and path parameters like yours, in the drawing you posted, because it is important that I do this myself, and I got it to generate for one more hole, but not the smallest two. I am still messing with it to see if I can get it to  generate for all of the holes.
