Fusion shows launch splash screen then fails to launch; most likely issue with missing AdCefWebBrowser.exe file

I recently tried to open Fusion like any other time, but it just shows the splash screen for a second and then closes and disappears. 

 

I've done a bunch of searching through autodesk support solutions and ended up trying to make sure my proxy and firewall settings were ok. While following this guide, I tried to allow the 3 .exe files through the firewall but I could not find the file: AdCefWebBrowser.exe

 

I found this other support guide that showed that the file could be tampered with but could be fixed by downloading a .zip replacement for it and placing it in the folder Win64. However, after searching in file explorer for the Win64 folder, the search came up with that nothing with that name existed in the programs directory.

 

What could have caused the Win64 folder to disappear? And more importantly, what do I do to fix this so I can use Fusion again?

@ian_poe Can we start with trying the below please? 

1. Make sure that Fusion installer is not running in task manager
2. Go to C:\Users\user\AppData\Local\ Autodesk\DELETE the following folders – Webdeploy,Web Services, Identity services, Autodesk Fusion 360 ((IF you do not have any other Autodesk products installed, delete the Full Autodesk folder) 
3. Delete the shortcut that is used to launch Fusion
4. Restart your machine
5. Do not use the same Fusion installer. Can you please download the installer again
6. Now install again
