Fusion 360 Wont Open

I have uninstalled/reinstalled fusion and updated/restarted my windows 10 computer and every time I click on Fusion 360 my cursor turns into a blue circle and spins for 2 seconds until nothing happens.

I do not know if I clean uninstalled. How would I do this?

There are two clean uninstall methods. One, is called Automatic and one is Manual. I prefer to do the Manual and then run the Automatic to make sure I did not miss anything but it is a personal preference.
