Fusion 360 won't start on Windows 11

I have a brand new high-spec machine (Ryzen 9 7950x, 64 GB RAM, etc.) running Windows 11. I built the machine over the weekend and installed Windows 11 on it, then installed exactly three applications: Google Chrome, Adobe Lightroom Classic and Fusion 360. Chrome and LR work perfectly, but F360 does not. After launching the app, I see the circular wait cursor, then nothing.
I read through all the forum posts on this issue but nothing in there has helped. I'm hoping maybe someone here can help.
Two quirks of my setup:
1. I am awaiting delivery of a video card, so for now I'm using an old Radeon R9 380 that I had lying around
2. I am running a 4K display in 125% scaling mode.
Any ideas on what I need to do to make F360 run on this machine? I built this machine specifically for Lightroom and F360, so this is kind of important to me.
