My Fusion 360 will not start instead I'm given this error

You screen shot is puzzling because you are showing " E:\ " drive. Fusion 360 cannot be installed on any drive except " C:\ " so this must be some sort of Add-In. If it is not, I would do a clean uninstall and install again and you are trying to redirect it to another drive, don't.
