fusion 360 somehow units changed but model did not scale so what should 2 in is now 2 mm???

The title sums it up.  I have a set of models that were in inches.  But now when I open them the units are mm BUT THE MODEL WAS NOT SCALED??

 

So I have all these really tiny models that instead of say 2 inch the units changed to mm but not the scale, so I have 2 mm???

 

How can this happen?  I believe all the parts were brought in as step files.  As far as I know, step files maintain dimensions and units.  So how can 2in get changed to 2mm?

 

I guess I can open every part and scale it by 25.4 but it vexes me how the units and scale got wanked?

Does this happen if you import one of the STP files again? Can you share a sample STP file here?
