Fusion 360 online tool library

I would like my students with Chromebooks to be able to use a tapered end mill.  Is there a way to add a tool library to https://fusion.online.autodesk.com/ 

 

The library I would like to add is the PLTW tool library

I thought I had developed a method where they could upload the tool library to their cloud library via their CAD TOOLS folder in ASSETS but online FUSION 360 Chromebook-Only users don't have the  CAD TOOLS folder.  So my method does not work for students that have never used a  downloaded version of Fusion 360 because the only assets they have are  4 NEST folders.

It should be noted, the school system prevents students from storing or accessing any files on Chromebooks.  When I select IMPORT a tool library to the local library, I can see the Chromebook  has a CAM folder, but students can't save a tool library to a Chromebook folder.  All of their files are saved into their google drive.

@gmelantoni @jodom4 When my students try to add a library, online Fusion 360 opens the hosting computer files to look for the library to install.  How can online users add a new tool library?
