Fusion 360 drawing can not launch error..

When opening a new drawing in Fusion 360, I receive a prompt telling me to uninstall and reinstall the application:

If you are running Windows 7 SP1, run the pending Windows updates to resolve the issue, in particular:

• DirectX Runtime,
• .NET Framework,
• KB4019990 update,
• d3dcompiler_47.dll (see: Update for the d3dcompiler_47.dll component on Windows Server 2012, Windows 7, and Windows Server 2008 R2).
