floating tool windows disappear on macOS when main window is in another "desktop"

I run a lot of applications in full screen. Fusion 360 is one of them. I have run into many issues related to full screen (or even just a different desktop)

the floating tool windows like to disappear all the time. This includes the hierarchy view as well as the tool windows like for extrude or fillet. The end up on the primary desktop instead. There usually isn't a good way of getting them back besides restarting the application
