I'm surprised I still can't do this. I want to project a sketch element from one plane to another, non-parallel plane (not perpendicular). Project only projects along an axis perpendicular to the destination sketch plane, but I want to go along an axis perpendicular to the origin sketch plane.

Yes, I can do this by extruding the element and then intersecting it with the plane, but means creating geometry I don't otherwise need.

So, you want them to implement what you can already do.

but you do need it, and don't want to make it happen.   

Where did the angled plane come from, prior article?

I think what's being asked for is project along a path so the sketch shape is the same on both planes.

Sweep and Revolve would not be perpendicular to source.

Yes but then you'd need to hide or remove the body if all you want is the sketch. In other programs I've used you could create sketch blocks for this sort of problem. You can achieve something similar using a component with a sketch you want to reusing in several places.
