Extrude pattern not working properly

Can't wrap my head around on what I did wrong so extrude pattern not working on every body. It's a parametrical model - I have num of rows and cols as parameters and when I change that seems like only 6 holes are extruded while other are covered with another bodys (maybe it's a bug?)? (And if you have idea on how to better make that design I would like to have your opinion).

In the end I'm trying to achieve this look:

When you parametrically setting number of columns and rows. But it only working when number is lower than 3 and 2 (respectively) in all other cases - new holes are filled with something....

Hi. Thank you for reply! Could you tell a little more specific? (I'm not sure what I need to change)

You mean this sketch:

Or This one:

Hi,

create only one circle in sketch mode > extrude/cut its profile > create the pattern as feature (extrusion/cut) in solid mode

You need to create the Body with the hole in it and then pattern the complete body.  I am not sure the purpose of the rectangular body, body 8, so I turned it off.  Model is attached.

Hi John. I want it to looks like that in the end with ability to parametrically set number of rows and cols:

But as you saw it's working only when I have 3 cols and 2 rows and if any of this numbers are higher - holes are filled with something...

Thank you for reply. But im not trying just cut holes in a brick. I'm trying to make last line of holes to be some sort of half tubes. I updated my original post with image...
