Emboss tool changes direction

I am trying to use the emboss tool from a sketch. In one cylindrical part it embosses in one direction and on another it goes in the opposite direction.

There does not seem to be away to select the direction in which to emboss. and why does it seemingly select a random direction.

I need the emboss tool to work in the same direction consistently and in a predictable manner.

I re-did the sketch on an offset plane outside the cylinder and was able to make it work.

There needs to be a way to control the direction of the emboss.
