Emboss issue on curved surfaces

I'm trying to emboss a "tornado" look onto this curved surface but I cannot select the middle two faces even with tangent turned off. Is this a bug? See attached images.

Cylindrical or conical surfaces work, compound curves are not supported.

Might help...
