Emboss against a previous cut leaves wall

I created an example of an emboss failure along a cutout. I have a tab that i need to thin out so i created a sketch of the tab with a cut out. Walls need to be thinner for the tab, so i decided to thin out below the tab with an emboss feature. Even when the the sketch profile for the emboss is larger than the needed wall reduction, the emboss action leaves a knife wall on the edge of the previous cut. File attached. It may not 3-d print., but still it is a poor representation of actual part. Also, trying to delete that face leads to truly weird deletions beyond the desired. 

 

I suppose I could do the through cut later, but that seems like a hack.

 

Also, side question, i created that part with a loft. I had to do two lofts, one a cut. Does loft not work thin wall or hollow geometry?
