If you are right clicking your mouse on the sketch you want to create a DXF for and selecting the command Save As DXF, you will get a 1:1 DXF of your sketch.  If you are using the Export command from the file menu there is a possibility that you are not getting a 1:1 DXF depending on your model sketch units.  The Export command works on centimeters as it basis of translation.

There should be no reason you cannot.  Please attach your model containing the 2D sketch and let the Forum users take a look.  If you do not know how to attach your Fusion 360 model follow these easy steps. Open the model in Fusion 360, select the File menu, then Export and save as a F3D or F3Z file to your hard drive. Then use the Attachments section, of a forum post, to attach it.
