Is it possible to decide what parts/components to download as a STL file on a public link of a design? 

The design contains a lot of parts but I just need some of them

If all components are in one STL file, then NO.  You will have to import the complete STL file and then edit out the components you want.  STL files are not a good choice to use with Fusion 360.

Im not using the STL file for fusion. Im using it for 3d printing. So it would be nice if the customer that gets the public link can choose what part they will download to print
