If I open a design just so that I can export it, yet before the actual export Fusion notices some changes in the file that are not yet saved, I should be the one deciding whether I want the changes saved or want them discarded.

Have you tried unchecking Automatic version on close?

Sorry, misunderstood at first. I think I see the problem, if you want to export to a file type that needs the cloud translators you are informed you need to save. What file type are you trying to save to? Only workaround would be to save a copy then export the copy, that's what Fusion would need to do as the version on the cloud is out of date.
