How do I create a rectangle 18" from another rectangle?   When trying to move the rectangle it is always a fraction more or less than I want.

You did not specify exactly, is this in a sketch, model of two rectangular bodies or model with two rectangular components.  Since you said "rectangle" I will assume it is a sketch.  In this case simple sketch two rectangles and dimension between them 18". If the rectangular sketch are in different sketches, edit the first sketch, copy and then edit the second sketch and paste.  During the past process, you can specify the 18" and a few more dimensions and one angle if needed.

 

If you question is about one of the other type of entities, please clarify.

you might have snap turned on which would lead to your problem..........  turn off snap and try 🙂
