Decal bug: decal does not update if underlying image is changed then selected

This has been happening for some good number of Fusion versions.  Steps to reproduce bug:

-Create a cube

-Assign a decal to a face with filename decal1.png for example

-Change decal1.png in some image editing software and save it in same place as where you initially had it

-update the decal image

-....see no change in the decal

If you change the name of the decal file, then it works.  If you keep the name of the decal the same but have it in a different location on your local drive, then it works.

It is as if Fusion is saying, "Oh, since you are trying to change the decal file with the exact same path and filename, that underlying file just MUST be identical to what I have, therefore I am not going to re-read it, I know best!"

Thanks!

Confession:  I did not believe this.  But, @nkloski is right.  This is definitely a bug.  I'll see if it is already logged, and if not, I'll create a new one.

OK learned more info by searching for the bug.  This seems to only be a problem if the model has never been saved, or at least has some relation to saving and re-opening the design.  In my test model, it behaved exactly as described here. but if I saved the design, closed it, re-opened it, edited the decal image, edited the decal, it picked up the new version OK.  The same is true if you insert the decal from the data panel, I think.  The bug is FUS-72054
