Cutter Comp in Control issue

I've been using "In Control" for cutter compensation for years on my Tormach 1100MX using David Loomes post processor without issues.  I generally set the Horizontal Lead-in radius and the Linear lead-in distance to slightly more than half the diameter of the tool I'm using to avoid the dreaded "Arc move in concave corner cannot be reached by the tool without gouging" Error.  Today while trying to program a simple exterior contour operation with cutter compensation using a 1/4" end mill, I began getting the error and can't figure out why.  According to one video I've watched, in order for cutter comp to work, the "J" value in the first line of code following the line containing the G41 command must be equal to or greater than the diameter of the tool.  In this operation, the post processor is outputting a "J" value of 0.0066.  In a different program from over a year ago, a similar operation using the same 1/4" tool with the exact same settings and post processor, the post processor output a "J" value of 0.2675, slightly larger than the 0.250 diameter of the tool and the operation works fine.  Another difference I see in the code is the "I" value  just before the "J" value.  In the older operation, the "I" value is 0. and in the current operation, the "I" value is 0.2674.  I don't know what the "I" value is but between the two different operations, the I and J values seem to be switched.  I've attached photos of the code of the two different operations as well as the cad file for the current program.  I've also tried using a different post processor and get the same result which leads me to believe it probably isn't a post processor issue.  Any suggestions would be appreciated.

FYI, I just realized that the older operation I'm comparing the problem operation to is actually a bore while this one is a boss.  I believe that explains why the I and J values seemed switched around.  It still doesn't explain why I'm getting the error.  I've used cutter comp in "control" on exterior bosses previously without problems.
