Contact Sets Don't Cause Rotation

I was hoping to test how two parts interact using contact sets, but the contact sets don't seem to cause rotation--only linear motion. See attached GIF. I was expecting the object I'm dragging to rotate counterclockwise when it contacts the Pac-Man-shaped object. Instead, it just stops. Is this as designed? If so, that's unfortunate.

Yes.  You need a Revolve joint on the Pin, and move the plate.

That won't/doesn't work because the Revolute joint prevents the linear sliding that is also required.... which is why I went the contact set route in the first place.
