Circles, lines, squares wont resize when entering dimensions while creating them

Its the same issue as this post https://forums.autodesk.com/t5/fusion-360-support/circles-squares-wont-rezise-when-entering-the-dime...

Except none of it applies to my situation, im running windows 10 on the latest update with the latest fusion 360 and yet im running into this issue and its driving me mad. I thought this was only something that affected older versions of windows but apparently not. 

 

Whenever I try to create a circle I enter the dimension and it gets highlighted in blue in the box, then a small lock appears next to it, when I press enter, instead of using the dimension given it just uses the dimension of the random circle before entering the dimension.

I'm not sure when this issue started cropping up but now its happening every single time I try and draw anything, I could use the method in the above thread but that takes significantly longer and just serves to make everything more tedious. 

Is their some setting I need to change or is it just a fundamental issue with the program?

I've just noticed but in the recording the box doesn't show up but i typed 28mm in the box before pressing enter.

are you, by any chance, running Windows 7?  That OS is no longer supported by Fusion, and others have reported similar problems with Win7.  I'll look for the reference, and add it when I find it.

Jeff, I thought this one was a slam-dunk too but then I saw this line in his original post.  Puzzling

thanks, @jhackney1972 - you are right - I did not read closely enough.  My mistake.  @Micheal.c.quirke - can you post a video of what you are seeing?
