Can't use collinear constraint on parallel lines in sketch environment

Model is either solidworks part or STEP file not native Fusion geometry.

First thing I would do is turn on Capture Design History...

that rectangle is not on the sketch plane.  You cannot use colinear on geometry that is not on the sketch plane:

you can also tell that this geometry is not on the plane by the existence of the "Move to Sketch Plane" command on the context menu:

Why is what I sketched not on the sketch plane? I started a sketch and then started drawing a 2 point rectangle on that sketch. Therefore the 2 point rectangle should be on the sketch plane, no?
