Can't drag screen using middle mouse button

Hi, I've just replaced my PC and installed Fusion 360. On my old PC (Win7) when pushing down on the scroll wheel as a button, i used to be able to drag the model screen around to reposition the model on the screen.

Now with my new PC (Win10) if I'm using the scroll wheel button, most of the time it will zoom in on the model, and sometimes it will allow me to drag the model like on my old PC.

I'm not sure what's going on, or which setting to change. would this problem be in Fusion 360 or in the control panel/ mouse settings. Why would the scroll button be so inconsistent?

I don't know why you would need it to zoom from the scroll button when you can just zoom by turning the wheel itself. I haven't found anything on Google to answer my concern. It's so frustrating!

Yeah that video only covered what I'd already tried.

Anyway my mouse died suddenly, and the replacement mouse doesn't have the same issue with zoom, so I think the mouse that came with my new PC may have been faulty.

Thanks

My mouse wheel has the ability to detect left and right tilts on the mouse wheel. If I push the mouse wheel straight down and make sure there is no left or right push on it, that fixes the problem.
