Can't apply powder coat white appearance

I'm trying to apply this powder coat white appearance to a part but no matter where I drag it, it does nothing.

I can apply appearances with this mysterious red dot just fine, such as this metallic black paint, but appearances lacking that red dot seem to be unusable. What's the deal? What does the red dot even mean?

Can you File>Export your *.f3d file to your local drive and then Attach it here to a Reply?

I would but I can't even get the powder coat appearance to show up anymore. This software is so annoyingly inconsistent.

Fusion crashed and after reopening it, not only are the powder coat appearances back, but I can apply them too. I guess it's working for now.
