Can one use Cloud credit on fusion to unlock some extensions?

I have  a standard Fusion and wanted to purchase Flex Tokens in order to use the rotary function.   

 the wrap functionality  only works on cylindrical parts and  my  parts are  cone shaped and wrap wouldn’t work.

So the question is, since Flex tokens are not yet available in Sout Africa , will I be able to unlock the extension by purchasing Cloud credit  ?If yes  how many cloud credits will be required.?
