Can Not Export Design as a STEP File

Greetings,

 I am trying to export my designs in a STEP file format.  

I go through the prescribed process that has worked before. (File > Export > File Type drop down selection >

*Select STEP File* > Export.

Now however, I receive this error message.  (attached screenshot)

Are you using one of the free licenses? Could be why.

STEP should be allowed in either import or export for free. I'm more interested in where it's putting the file.
