[Bug] Tool Library's plasma cutting tools broken

For a plasma tool with kerf .25 and an exagerated nozzle of 12mm the tool library renders the beam as having a 12mm width.

This then leads to broken toolpath simulation. Here's a .25 kerf on a 10mm width contour:

The workaround is to set the nozzle the same width as the kerf.
