Bug merging faces in Surface mode with working example

Hello,

I've spend 2 days now trying to solve this problem. I am pretty sure it's a bug. Like 100%.

I had much bigger design, that I stripped down to bare minimum of faces to demonstrate a problem. I am attaching working f3d file with that example. Also, I am posting a screencast where you can see a problem.

 

So, I can't stitch some faces unless some other, seemingly unrelated faces are removed first. Faces I want to stitch has perfectly aligned edges. I know that because those faces were unstitched before. 

 

I am not sure I will be able to get back to solid with my main project at this point =(

I don't think this is related. You can delete that face and you still have a problem.

But regardless. I found that the solution while making this post, but this post is not about asking for solution, but rather either explain how this is not a bug and teach me something, or accepts it's a bug, put it on a backlog so future peeps like me don't spend time banging their heads against the wall.

there does seem to be a problem here.  We will look into it.  However, we'd also like to try to reproduce it.  If you could share a solid that cannot be round-tripped (unstitch, followed by stitch that is unsuccessful), that would help us figure out how things got into this state in the first place.  Thanks.
